The need
Haitian organisations are on the front line of every crisis: present before, during and after, they know the communities and remain when international actors withdraw. Yet they struggle to access international funding, whose administrative requirements are often disproportionate to their means. Durably strengthening their capacities — governance, management, accountability, resource mobilisation — is a condition for aid that is more effective, faster and more legitimate.
Our approach
HASDI defines and steers its programmes from France; local Haitian partner organisations carry out implementation. In this area, strengthening our partners is the very purpose of the programme: we support Haitian organisations in consolidating their governance, financial management, quality and safeguarding practices, and emergency preparedness. We conceive this work as a balanced partnership, built on priorities defined by the organisation itself — never as substitution.
How we intervene
Each engagement begins with a jointly conducted organisational assessment, leading to a strengthening plan embedded in the partnership agreement: training, advisory support, management tools, peer exchange. We ensure fair coverage of our partners' core costs within project budgets. Monitoring takes place remotely and through field visits, at a pace agreed with each organisation.
The standards we apply
Our approach is guided by the Principles of Partnership adopted by the Global Humanitarian Platform (2007) — equality, transparency, a results-oriented approach, responsibility and complementarity —, by the localisation commitments of the Grand Bargain and by the Core Humanitarian Standard (CHS).
