The need
Haiti's health system is under extreme strain. Insecurity forces health facilities to close or operate intermittently, health workers face very difficult working conditions, and many professionals are leaving the country. Access to essential care — maternal and child health, emergency care, continuity of treatment, epidemic response — is severely constrained, particularly for displaced people and those living in hard-to-reach areas.
Our approach
HASDI defines and steers its programmes from France; local Haitian partner organisations carry out implementation. In health, we work with Haitian care facilities and community organisations to support first-line services, with particular attention to maternal and child health and to referral towards existing specialised services. We position our support as a complement to the Haitian health system, in consultation with the health authorities, and never create parallel structures.
How we intervene
Each project rests on a partnership agreement defining the package of activities supported, responsibilities, budget and accountability requirements, including with regard to medical ethics and the confidentiality of care. Monitoring combines remote management — activity and financial reports, indicators agreed with the partner — with field visits whenever security conditions allow.

Our health work is guided by the health chapter of the Sphere Handbook, by World Health Organization guidance applicable to crisis settings, by the Core Humanitarian Standard (CHS), and by the humanitarian principles of humanity, impartiality, neutrality and independence.
